About the Lieutenant General / General rank

General (National Commissioner) and Lieutenant General (Deputy National Commissioner) are the apex ranks of the South African Police Service. The National Commissioner holds the rank of General and is the accounting officer for SAPS, responsible to the Minister of Police. There are typically two to four Deputy National Commissioners at Lieutenant General rank, each overseeing a national cluster of functions: Operations, Human Resource Management, Asset and Legal Management, and Priority Crime Investigation (the Hawks/DPCI). All appointments are made by the President of South Africa.

National Commissioner and Deputy National Commissioners receive individually determined remuneration packages that include basic salary, a guaranteed non-pensionable allowance, a car allowance, a cellular allowance, and private medical aid contributions. Total cost-to-employer can exceed R2.5 million per annum for these positions. These are fixed-term contracts (5 years, renewable once) — not permanent appointments on the standard SAPS pay scale. Salaries shown are estimates of the basic salary component only.
